I can help Joe out. Yes, it could have been prevented. What caused it-is the idiocy or new religion known as "multi-culturalism" and "diversity" which intimidated anybody from speaking out and still has our Army now concerned with escalating animosities from US soldiers. of course he didn't say he was concerned with preventing this again, or in investigating the level of infiltration not by "Muslims" but by Jihadist scumbags who seek to destory our nation and the west.
How much money do you think, how many people to figure this out? Why are we a nation and world afraid to speak the truth-there are terrorists, they are Jihadists, they are no "radical" they are fundamentalist and their religion instructs them to wage war to the death with non-believers.
